The Free City of Riverhold
Notable criminal groups include:
- The West Gate Gang: One of the most violent gangs in the city, this group of hooligans with working class roots operates out of The River District. They focus mainly on protection rackets, gambling, and strong arm robbery.
- The Smiling Rats: This group of petty swindlers, pickpockets, and low-brow con artists prey mainly on immigrants, travelers, and new arrivals to the city. They hold no real territory, have a reputation for cowardice, and are generally regarded as having little ambition. They operate in whatever areas of Riverhold they can get away with.
- The Gallows Gang: This group achieved notoriety during the most recent dock riots, incorporating some of the area’s smaller gangs into their ranks and driving the other criminals out of the district. During this time, they were widely credited with the lynching of several public figures, most notable certain key members of the excise office. The Gallows Gang is said to have strong ties to the Riverman’s Guild.
- The Urchins: Riverhold is home to a scattered assortment of juvenile street gangs. There is little to no coordination between these mostly homeless groups of children, who spend most of their time begging and stealing from the markets.
